      Goal

      • we want stalld to not conflict with the dl-server logic (both do essentially the same thing, which is to detect stalled tasks and boost them)
      • There are multiple paths we can take
      • stalld can detect the presence of dl-server in a kernel and if dl-server is active just exit
      • stalld can configure the dl-server by applying configuration information supplied by the sysadmin

      Acceptance criteria

      The acceptance criteria here is that stalld should run properly on kernels that do and do-not support the dl-server code. 

      • Verify that stalld runs correctly on kernels without dl-server (e.g. RHEL-9)
      • Verify that stalld detects the presence of the dl-server in its host kernel
