loginctl lists sessions stuck in closing when they are actually closed

loginctl list of sessions grows without bound

Steps to reproduce

1. set kill user process no
2. run hundreds of 'ssh user@host /bin/true'
3. a few get left behind in loginctl

Expected results

stale sessions are removed

stale sessions stick around
