What were you trying to do that didn't work?
when Winmgmt is stopped and disabled, restart or start BalloonService it fails with "Exit Code: 1008"

Steps to reproduce
1.Start windows guest with balloon device, I use win2019 vm.
2.stop and disable Winmgmt(display name is Windows Management Instrumentation) service in service manager GUI.
3.start balloon service
blnsvr.exe -i

Expected results
make balloon service depends on winmgmt so it would be listed as dependency in GUI properties in services.msc, else print a meaningful error message instead of exit code 1008

Actual results
Start balloon service failed with "Exit Code: 1008"
