Functionality does not work unless socat and openssl are installed manually

1. Install clevis-pin-pkcs11
2. Check socat/openssl are not installed, while it is a required dependency for this package

Expected results

socat and openssl should be automatically installed on clevis-pin-pkcs11 installation
