e830 9.6 device driver and PTP testing

      Test plans, test execution for Driver Team and FDP team for qualification of The onboard Connorsville e830 ice driver Intel card.

      The following need to be covered on the following NICs.

      Network Driver protocol testing, basic PTP, sr-iov, OVS, OVS/DPDK, and DPDK standalone

      GNSS, SyncE, and DPLL for PTP will be run on a Westport channel card on 9.6 and not specifically on this NIC.

       
      Cards are delivered and working on installation in RDU3 lab.  Qualification will be performed on 9.6 RHEL

      DPDK Upstream 23.11(24.11?) will be used for all scenarios.

      OVS version will be 3.4 with embedded 23.11 DPDK (3.5? OVS)
