How reproducible is this bug?: 100%

Steps to reproduce

1. Open RHSM Cockpit Client via click Show Apps - Red Hat Subscription Manager on the bottom menu bar from desktop or type subscription in the 'Type to search' field and press the Enter key.
2. Click Register button in Subscriptions tab, and check the pop-up Register System dialog box.
3. Select Custom URL and input: subscription.rhsm.stage.redhat.com
4. Input Username and Password, and click Register button.

Actual results:

Unlocalized message 'Registration is only possible when the organization is in Simple Content Access (SCA) mode.' in Register System dialog box.

Expected results:
It should be localized.
