Guest OS can not boot into Desktop after adding BCM57416 NIC as PCI passthrough in RHEL 9.6

      Open guest OS setting page, click "Add Hardware" and select "PCI Host Device" then add BCM57416 NIC as PCI passthrough to guest OS:

      Guest OS can not boot into Desktop

      Steps to reproduce

      1. Power on SUT and install RHEL 9.6.

      2. Edit /etc/default/grub and add "intel_iommu=on" and "iommu=pt" to kernel parameter and run command to update grub:

      1. grub2-mkconfig -o /boot/grub2/grub.cfg

      3. Copy RHEL 9.5 GA OS (RHEL-9.5.0-20241009.2-x86_64-dvd1) iso into OS.

      4. Run virt-manager and install RHEL 9.5 as guest OS.

      5. RHEL 9.5 guest OS can boot into Desktop successfully.

      6. Power off guest OS.

      7. Open guest OS setting page, click "Add Hardware" and select "PCI Host Device" then add BCM57416 NIC as PCI passthrough to guest OS:
      0000:01:00.0 Broadcom Inc. and subsidiaries BCM57416 NetXtreme-E Dual-Media 10G RDMA Ethernet Controller (rev 01)
      0000:01:00.1 Broadcom Inc. and subsidiaries BCM57416 NetXtreme-E Dual-Media 10G RDMA Ethernet Controller (rev 01)

      8. Select "Virtual Machine" -> "Run" to power on guest OS.

       

       

      Expected results

      Guest OS should be able to boot into Desktop successfully after adding NIC as PCI passthrough

      Actual results

      Guest OS can not boot into Desktop and there are error logs in dmesg and /var/log/messages.
