There is man page of arpd, but no command

Steps to reproduce

1. man arpd can  be displayed
2. # arpd -a
   -bash: arpd: command not found
3. on rhel 9.6:# arpd -a
   arpd: option requires an argument – 'a'
   Usage: arpd [ -lkh? ] [ -a N ] [ -b dbase ] [ -B number ] [ -f file ] [ -n time ] [-p interval ] [ -R rate ] [ interfaces ]

Expected results

1. arpd -a
   arpd: option requires an argument – 'a'
   Usage: arpd [ -lkh? ] [ -a N ] [ -b dbase ] [ -B number ] [ -f file ] [ -n time ] [-p interval ] [ -R rate ] [ interfaces ]

   Actual results

no arpd commands. If this is deprecated on rhel10, pls remove the man page.
