Provide separate centos-stream-repos package buildable on Fedora

      Goal

      • Similar to fedora-repos package, I would like to have it possible to install centos-stream-repos into my Fedora system.
        • As a user, I could use dnf --repo=baseos --repo=appstream list filesystem command from a different system. So I could check which version of my package is present on centos.
        • As a centos and Fedora user, I could make dnf repoquery queries to centos from my Fedora desktop.
        • Ideally that package would be part of normal Fedora repositories, possible to install without manual package URLs.

      Acceptance criteria

      A list of verification conditions, successful functional tests, or expected outcomes in order to declare this story/task successfully completed.

      • Verify repos package can be built without release part.
      • Verify centos-gpg-keys and centos-stream-repos package can be installed without centos-stream-release
      • Verify on non-centos all repositories including baseos and appstream will be disabled by default.
