      Goal

      • Get the CPU load average for Windows VMs in guest-get-load

      Note: We need this metric in order to be able to create the following alerts:
      Guest OS experiencing CPU queue   when  Guest|Peak vCPU Queue within collection cycle > 10
      Guest OS experiencing CPU queue   when  CPU|Usage (MHz) > 250 MHz
      Guest OS experiencing CPU queue   when  Guest|Peak vCPU Queue within collection cycle > 20

      Acceptance criteria

      • guest-get-load correctly reports the CPU load average for Windows VMs
