.SeaBIOS now scales MMIO address space with total available address space

With this update, SeaBIOS reserves address space for memory-mapped I/O (MMIO) proportionately with the total available physical address space. As a result, virtual devices that require a significant amount of address space for their resources, such as certain GPUs and NPUs, now use host resources more effectively on SeaBIOS.

      Description of problem:
bring seabios behavior in sync with edk2

      • detect available physical address space
      • use larger mmio window and pcie root port windows if possible.
