Rebase libwacom to 2.14

We are currently on 2.12, upstream libwacom has added a few features that will be required in RHEL long-term. In particular, the upstream tablet file format has changed slightly which makes direct backports from upstream harder for us and customers.

Rebasing now is a low effort and low-risk approach.
