What were you trying to do that didn't work?

Build the package of EDK2 for x86_64.

What is the impact of this issue to you?

This is important, since it blocks package builds of EDK2 for RHEL 8.10

Please provide the package NVR for which the bug is seen:

N/A - this issue occurs while building the packages with the fix from https://issues.redhat.com/browse/RHEL-66236
Note that these changes are not related to / causing this issue directly.
We are hitting this issue by change now, the underlying problem probably existed
already for a long time.

Tracking the package build issue in here as a separate ticket since it is IMO not directly related to RHEL-66236 and it might require extra work to fix.

How reproducible is this bug?:

Not always, but often enough to block package build / release process.

Steps to reproduce

1. Start a scratch build of https://gitlab.com/redhat/rhel/src/edk2/-/merge_requests/104

Expected results

CI & rhpkg builds work fine

Actual results

package build hangs forever, ovmf-vars-generator does not terminate.
