[netkvm] Investigate BSOD with extended driver verifier options

      Initial RHEL-68725 causes various crashes, when part of them is clearly caused by the netkvm driver (they are addressed under RHEL-68725) but there are crashes that might be related to other system components. At least 2 cases were discovered:

      • [Disable flow] BSOD immediately after the netkvm driver is unloaded and the NDIS frees some memory related to the miniport, at this point the driver verifier raises the bugcheck of inconsistent memory block
      • [Enable flow] BSOD when the succeeded to start and NDIS binds filters to it, one of filters probably fails to attach and in the failure path there is an NDIS bugcheck of wrong reference count.
