.The runc container runtime has been deprecated

The `runc` is deprecated and will be removed in RHEL 10.0. The default container runtime in RHEL 9 is crun. The crun is a fast and low-memory footprint OCI container runtime written in C. The crun binary is up to 50 times smaller and up to twice as fast as the runc binary. Using crun, you can also set a minimal number of processes when running your container. The crun runtime also supports OCI hooks.

runc - In RHEL 10.0 GA, the runc package has been removed. The crun package should be the container runtime that will be used in RHEL 10.0 GA. For RHEL 9.6, we need to publish a deprecation notice. This card is for that work.
slrp4netns was deprecated in RHEL 9.5 and remains deprecated in RHEL 9.6
rsyslog-container is deprecated as of RHEL 9.6
cgroupsv1 is deprecated as of RHEL 9.6
CNI Network stack is deprecated as of RHEL 9.6

Tasks:

Create a deprecation notice for each package that is to be deprecated in RHEL 9.6.
