please rebuild debuginfod with ima & /etc/keys/ima defaults, just like fedora

      It turns out that rhel9+ (and centos9+) can service IMA data from RPMs just as well as fedora can.  Please consider respinning the elfutils RPMs sometime, turning those bits on the same way (same settings!) as on Fedora.
