ipa-migrate with lDIF file containing the entire backend from backup of remote server, fails with error 'change collided with another change'

What is the impact of this issue to you?

ipa-migrate command fails to migrate from backup file.

Please provide the package NVR for which the bug is seen:

ipa-server-dns-4.12.2-7.el10.noarch.rpm
389-ds-base-3.0.4-4.el10.x86_64.rpm

How reproducible is this bug?: Always

Steps to reproduce

1.  Install IPA on remote server, and take ipa-backup
2.  Install IPA on local server.
3.  Copy the backup file form remote to local server and extract the tarball. i.e [root@local ipa-full-2024-11-25-07-31-45]# tar -xvf ipa-full.tar 

1. Now run ipa-migrate command with -f option

[root@local ~]# ipa-migrate stage-mode remote.testrelm.test -f /root/ipa-full-2024-11-25-17-28-41/TESTRELM-TEST-userRoot.ldif 
Enter the password for cn=directory manager: 
Warning - the migration process is irreversible!  Make sure you have a backup of the local IPA server before doing the migration
To proceed type "yes": yes

Expected results

ipa-migrate should work with the file specified, since it contains the entire backend.
