create multiple vms in parallel with VMware vRealize Automation

What is the impact of this issue to you?

everytime when 3+ vms are created I fails to run cloud-init properly - most probably because of unexpected reboot during init-local module

Please provide the package NVR for which the bug is seen:

cloud-init-23.4-7.el8_10.noarch

How reproducible is this bug?:

everytime when 3+ vms are created in parallel

Steps to reproduce

1. create 3+ vms via vRA with same blueprint

Expected results

all vms will be ready

Actual results

one vms reboots and the cloud inits is stuck in modules-final because network is not setup
