      CI for TigerVNC on GitHub actions.

      Have to customize RHEL 9 CI build script.

      Steps to reproduce

      1. sudo dnf install gdb

      Expected results

      dnf-plugins-core is installed as a weak dependency.

      Actual results

      dnf-plugins-core is not installed.
