      insights-client talks to two different API URIs: cert-api.access.redhat.com (legacy) and cert.cloud.redhat.com (non-legacy). Some commands may temporarily upgrade it to use non-legacy, but not consistently.

      Done criteria:

      • The insights-client.conf ships with legacy_upload=False.
