      Validate that this line in the containers.conf file

      [root@vm-10-0-187-10 ~]# cat /etc/containers/storage.conf | grep 'enable_partial_images ='
      pull_options = {enable_partial_images = "false", use_hard_links = "false", ostree_repos=""}

      Has "enable_partial_images" set to "false" as it is here.  If it is set to true, this can cause issues.

      As a safety gap filler, please do not validate this until ITM 24 or later.
