.The `dtrace` script is now provided by the `systemtap-sdt-dtrace` package

Previously, the `/usr/bin/dtrace` script was part of the `systemtap-sdt-devel` package. Starting with RHEL 9.6, the `systemtap-sdt-dtrace` package provides this script. However, for compatibility reasons, the script will additionally be included in `systemtap-sdt-devel` for the remaining RHEL 9 releases.

In RHEL 10, the `/usr/bin/dtrace` script will only be provided by the `systemtap-sdt-dtrace` package.

RHEL9 era spec files should ideally continue to build even though F41's backported systemtap-sdt-devel and systemtap-sdt-dtrace split happened.  Proposing this be done by dual-wielding sdt-devel so to speak, by also including the dtrace script & man page.

(I'm proposing keeping RHEL10.0 with the new split status quo, following much fresher fedora.)
