In RHEL-67007 we found a VMware setting which controls if secure boot is enabled (whatever the meaning of that is precisely). In the VMware .vmx file it's:
uefi.secureBoot.enabled = "TRUE"
If we dump the XML of a VM then we cannot get this setting. (Commands to follow in a private comment.)
