[spec] [RHEL 10] use during build generated systemd-user pam config like in Fedora

      In Fedora we use systemd-user pam config generated by systemd during build and use patches for fedora-only changes. In RHEL we maintain our own systemd-user pam config in dist-git and during instalation we use it to replace generated configuration. When using this aproach we have to keep in sync two files.

       

      Let's try to use Fedora approach in RHEL 10.
