ipa-healthcheck uses fips-mode-setup to determine FIPS state

      What were you trying to do that didn't work?

      ipa-healthcheck will report the current FIPS state and uses fips-mode-setup internally to identify the state. This command is removed in RHEL 10.0 so a new mechanism is necessary to identify the state.

      This missing command won't cause ipa-healthcheck to fail but it will report the command as missing and won't provide any output.

      What is the impact of this issue to you?

      Arguably this could be seen as a regression in ipa-healthcheck because a previously reported value will not be seen.
