Functions in cups-libs can generate certificate+key into /etc/cups/ssl, which currently is in cups rpm. This is problem for printer applications, because they don't need to depend on cups, but uses cups-libs.

To fix this, move the dir into cups-filesystem, and make -libs to depend on filesystem.

      Reproducer:

      • install lprint and avahi, but not cups
      • go to https://<ip/hostname>:8000

      Result:
      Got Connection error

      Expected:
Access to web ui via TLS
