libnl 3.11.0 was released upstream in October 30 2024.

It's also in Fedora since then.

We should rebase the package, to give RHEL users access to the latest fixes. There were many bugfixes between 3.9.0 and 3.11.0. Clearly, none of those was important enough, to be reported against RHEL. So the severity is not high. But, still, RHEL users should benefit from the upstream efforts and improvements.
