Goal

• The most recent firmware releases for Cx/Bluefield configurations via mstflint  [1] require functionality which is not present until mstflint 4.30.1 [2] . We need this functionality available to install in our OpenShift operator across all supported versions of OCP [3]. Looking at [4], we only support up to 4.29 currently.
• This ticket is requesting that the latest version of mstflint be added to RHEL9 builds (atleast back to RHEL 9.2).
