Install files into /var/lib/yggdrasil before the yggdrasil.service is started.

How reproducible is this bug?:

Steps to reproduce

1. Install yggdrasil
2. Run touch /var/lib/yggdrasil/canonical-facts.json

Expected results

The file should be created.

Actual results

The command fails because /var/lib/yggdrasil does not exist.
