      Description of problem:
      When running rfc2544 throughput tests using bidirectional forwarding from testpmd with E810-XXVDA4T NICs, results are inconsistent. Sometimes around 80% and sometimes 100%

      Steps to Reproduce:
      1. Configure testpmd using sriov to do bidirectional forwarding
      2. Run rfc2544 throughput tests

      Actual results:
      Inconsistent throughput rate when running rfc2544 tests

      Expected results:
