virt-install --panic default doesn't set appropriate panic device on aarch64

      How reproducible is this bug?: 100%

      Steps to reproduce

      1. Run virt-install command with '--panic default'.
      # virt-install --name test4 --memory 2048 --disk /var/lib/libvirt/images/test4.img,size=2  --import --osinfo detect=on,require=off --panic default
      

      Expected results

      pvpanic should be set if --panic is default.

      Actual results

      No panic device was added.
      # virsh dumpxml test4 --xpath //panic
