Description
Currently for all the virtio drivers the DMAR support is declared as disabled or as enabled only when driver verifier is on (i.e. disabled for all the practical scenarios in customer's env).
Such fallback makes sense as the declaration of DMAR support includes population of value under service registry key, so uninstalling newest drivers and installing oldest ones (without such declaration) does not remove the registry value
This epic is for future activity when we plan to enable DMAR support for all the virtio drivers or most of them.

at least for storage drivers win10, servers 2019 and 2016 may behave incorrectly with driver verifier enabled even without IOMMU, so may be we need to limit 'enable DMAR' only to win11+
