      Migrate old ifcfg, route and rule files to NetworkManager

      Please provide the package NVR for which bug is seen:
      NetworkManager-1.40.16-15.el8_9.x86_64

      How reproducible:
      Everytime

      Steps to reproduce
      Have RHEL 8 system with ifcfg,route and rule files.
      run "nmcli con migrate"

      Expected results
      Connection along with policy based routes/rules be migrated to NetworkManager

      Actual results
      Only ifcfg file is migrated
