VNC Auto-resize does not scale when using virtio on Windows

      What were you trying to do that didn't work?

      When connecting to a Windows Guest, using video type "virtio" via VNC, "Auto Resize" does not resize the resolution scaling.

      What is the impact of this issue to you?

      Cannot adjust resolution scaling based on the client's resolution

      Please provide the package NVR for which the bug is seen:

      virtio-win 1.9.40-0.el9_4

      How reproducible is this bug?:

      Every time

      Steps to reproduce

      1. Install a Windows VM via virsh or cockpit
      2. Install teh virtio-win drivers onto the VM
      3. set the VM to use video-virtio
      4. Connect to the VM via VNC using Desktop Viewer

      Expected results

      When "Auto Resize" is enabled, the VM should scale its resolution according to the window size.

      Actual results:

      The VM does not scale its resolution accordingly - instead the resolution must be set manually.
