OpenMPI package requires libfabric to be installed

      Description of problem:

      The openmpi package depends on the libfabric package but it is not automatically installed. So, when a user builds an application with OpenMPI and then tries to run it he gets an error message that the libfabric library cannot be found.

      100%

      Steps to Reproduce:
      1. Compile an application which uses OpenMPI
      2. Run it on multiple CPUs.

      Actual results:

      The application will crash with an error message that it cannot find the libfabric library.

      Expected results:

      It should run without any problems.
