Given a system administrator using NetworkManager with dnsmasq as a local DNS forwarder,

When a DNS query is sent for a name that dnsmasq must forward upstream,

Then the query should be forwarded correctly and the answer returned without timeout.

( ) Code changes are included in a downstream build attached to an errata.

( ) All required testing (manual and/or automated) passes successfully.

( ) Related documentation updates (if applicable) have been completed.

What were you trying to do that didn't work?

Configure NetworkManager to run dnsmasq as NM helper as described here:
      https://issues.redhat.com/browse/RHEL-59988
      And here:
      https://docs.fedoraproject.org/en-US/fedora-server/administration/dnsmasq/

What is the impact of this issue to you?

Local DNS IPv4 lookups are released to upstream global DNS servers and time out before returning answers

Please provide the package NVR for which the bug is seen:

      NetworkManager-1.46.0-19.el9_4.x86_64
      dnsmasq-2.85-16.el9_4.x86_64

      How reproducible is this bug?:

        https://issues.redhat.com/browse/RHEL-59988

      Expected results
