Make use of persistent reservations to disable VG access. We are likely to implement this in multiple ways to handle different cases. One is for a machine to use this to shut down VG access for itself, when it knows it is failing, and wants to shut itself down in a somewhat graceful fashion. Another is for other machines to use this against another failing machine to speed up recovery timeouts.
