Support multiple resolver configuration for DNS over TLS

      User Story:

      As a system administrator, I want to configure multiple encrypted DNS servers (e.g., DNS over TLS) for a specific connection or globally across all connections so that I can have a  redundancy and prioritization of resolvers.

      Acceptance Criteria:

      Given NetworkManager is running on a machine and a system administrator has defined multiple encrypted DNS servers for a specific network connection or globally, 

      When they configure NetworkManager to prioritize one encrypted DNS resolver over others for that connection or globally, 

      Then, NetworkManager must use the defined priority order for DNS resolution querying the primary DNS resolver first, and then falling back to the next one if the primary is unavailable.

      Definition of Done:

      • The implementation meets the acceptance criteria
      • Integration tests are written and pass
      • The code is part of a downstream build attached to an errata

      This task focuses on allowing NetworkManager to configure and prioritize multiple encrypted DNS resolvers, either per connection or globally.

      Users should be able to define multiple resolvers, with support for prioritizing which DNS resolver should be used first when multiple are available.
