Basic discovery of encrypted DNS servers and DBus interface

      User Stories:

      As a system administrator, I want NetworkManager to automatically discover encryption-enabled DNS servers via DHCP using RFC 9463.

      As a service relying on NetworkManager through DBus, I want to access discovered DNS servers via DBus to process DNS queries securely.

      Acceptance Criteria:

      Given NetworkManager is running and receives DHCP information containing encryption-enabled DNS servers, 

      When NetworkManager processes this DHCP information, 

      Then NetworkManager must discover these DNS servers and make them available via DBus for any service that can use them.

      Definition of Done:

      • The implementation meets the acceptance criteria
      • Integration tests are written and pass
      • The code is part of a downstream build attached to an errata

      This task focuses on implementing the discovery of encryption-enabled DNS servers using the new DHCP option as defined in RFC 9463 and providing these discovered servers via DBus for consumption by other services.

      This is part of RHEL-54725 and is splitted to simplify the team work and priority regarding this large feature request.
