Disable system suspend actions when running as a VM

      We don't want to expose potentially broken features to those who are using RHEL workstation as a VM.

      The current upstream issue for this is:

      https://gitlab.gnome.org/GNOME/gnome-settings-daemon/-/issues/747

      However, it seems that the change needs to be plumbed into systemd.
