Limit Java only tests to one 'jdk_test_arch' (java-11-openjdk) [rhel-9]

      Architectures where the JDK is slow (e.g. AArch64) can take a long time to run Java-based tests during the build.

      We should introduce a jdk_test_arch variable and only run these tests on that architecture (probably x86_64)
