bd_nvme_is_tech_avail is missing from the GI API file

      The bd_nvme_is_tech_avail function is not included in the API file which is used for genererating GObject Introspection which means the function is not callable from Python bindings. We need to be able to call this function from blivet to be able to check for NVMe plugin functionality.
