Maintain rhcd connection to broker.

What is the impact of this issue to you?

Eventually, rhcd running on clients is no longer detected by console.redhat.com services. This results in impaired functionality for console.redhat.com features, such as Remediations.

Sometimes

Steps to reproduce

1. Connect a host to RHSM, Insights, etc. using rhc or subscription-manager/insights-client
2. Ensure that rhcd is running
3. Wait for a "long time"

Expected results

The host should still show as "RHC: Connected" in console.redhat.com inventory.

Actual results

The host shows up as "RHC: Not available".
