During installation of CentOS-Stream-9-20220726.1 systemd-modules-load errors out

How reproducible:
100%

Steps to Reproduce:
1. try to pxe/kickstart from CentOS-Stream-9-20220726.1
2. systemd-modules-load enters state 'failed'
3.

Actual results:
systemctl status systemd-modules-load
failed to lookup alias 'msr' function not implemented

Expected results:
No errors during init on installation
