As a linux administrator, I would like to configure devices to exist statically using network role so that I can use firewalld zones and policy for the forwarding rules on my openvpn server.

Given a linux administrator using network role to configure host networking

When a device is configured with the following tun option

tun: mode tun|tap [owner <UID>] [group <GID>] [pi yes|no] [vnet-hdr yes|no] [multi-queue yes|no]

Then NetworkRole should create the tun connection accordingly

Definition of Done:

The implementation meets the acceptance criteria

Unit tests and integration tests are written and pass

The code is part of a build attached to an errata

Description of problem:

As per request in https://github.com/linux-system-roles/network/issues/530,
the users need to create the tun connection in the network role and have the device existed statically.
