      Enable DMAR if driver verifier is enabled

      Testing requirements for virtio-balloon-pci:

      • regular regression test
      • test with Win11, + vIOMMU, "iommu_platform=on, ats=on" in the device command line +  driver verifier enabled for balloon.sys
      • Device manager - virtio balloon device - details - DMA Remapping policy is 2
      • device is functioning as expected
