lldpad takes more CPU than expected

      Description of problem:
      When running lldpad regression tests for bz701993 greater than expected CPU usage is reported. Initially detected during RHEL8.7 regression testing, the issue seems to have (re)appeared in 8.3.

      As bz701993 was closed a couple of major releases ago, a new bug is getting logged even though it may be a recurrence of the old problem.

      lldpad as included with RHEL 8.3-8.7

      Always

      Steps to Reproduce:
      1.Run lldpad regression test for bz701993

      Actual results:
      Test output indicates that cpu usage by lldpad is greater than expected

      Expected results:
      lldpad cpu usage should be 1% or less
