VM can't boot, stuck on dev-disk-by for swap partition

      What were you trying to do that didn't work?

      Start a VM from an NFS drive.

      What is the impact of this issue to you?

      I can't set up migrateable VMs as they require shared storage.

      Please provide the package NVR for which the bug is seen:

      dracut-102-3.el10.s390x

      How reproducible is this bug?:

      not sure, test cases in our CI hit this every time but no reproducer found as of now

      Steps to reproduce

      1. Move the VM qcow2 to a NFS share
      2. Start the VM

      Expected results

      The VM boots, I can log in.

      Actual results

      The boot has a task that times out for swap.

      Additional info

      Initially I thought this was related to RHEL-49744 but Pavel says that it looks like a different issue IIUC.

      I tried to get more info with rd.debug but when I fixed my cmdline to use this the image was also working well and the issue didn't reproduce anymore.

      I'm still trying to see if I can reproduce it somehow.
