      What were you trying to do that didn't work?

      Attach a pcie-to-pci-bridge controller to a s390-ccw-virtio machine.

      Please provide the package NVR for which bug is seen:

      libvirt-10.5.0-6.el9_5.s390x

      How reproducible:

      Steps to reproduce

      Try have a VM with <controller type="pci" model="pcie-to-pci-bridge"/> (define, edit, attach)

      Expected results

      There's an error message "not supported for s390-ccw-virtio machine type"

      Actual results

      error: internal error: Cannot automatically add a new PCI bus for a device with connect flags 1000

      Additional info

      This is not a regression we just started testing it recently.
      It reproduces on RHEL 8.10 libvirt-8.0.0
