Why?

Problem Statement:

Rebase LLVM to version 19.

Impact:

This provides the latest features and bug fixes available in upstream LLVM.

What?

Requirements:

• Build version 19.1.x (the last upstream stable releases) of these packages: python-lit, llvm, clang, lld, compiler-rt, libomp, lldb.
• Co-ordinate with owners of packages that use LLVM to ensure they are rebuilt against the new version.

Acceptance Criteria: RPM builds attached to the errata.

• We depend on the upstream release schedule, so upstream releases are delayed, this will delay when we can build the packages for RHEL.
